Susan Coakley, Executive Director, Northeast Energy Efficiency Partnerships (NEEP). TopTen USA Chairperson. As a principal founder of NEEP, Sue Coakley has served as Executive Director and a member of the NEEP Board of Directors since 1996 where she leads the strategic development of regional projects to advance energy efficiency as a priority resource for homes and buildings in the Northeast. From 1985-1989, Ms. Coakley was the staff lead on energy efficiency policy at the Massachusetts Department of Public Utilities. As a consultant, she served as an expert witness on resourceful use of energy efficiency, and directed collaborative efforts in Massachusetts and New Jersey to develop, implement and evaluate energy efficiency programs.
Duane F. Larson, Director, Pacific Gas & Electric Company (PG&E). TopTen USA Secretary. Duane Larson is the Director of the United States’ largest portfolio of energy efficiency programs at Pacific Gas and Electric Company (PG&E). He has spent 28 years in the energy efficiency field at PG&E as an energy auditor, program manager, supervisor, manager and director. Mr. Larson is a former member of the National Fenestration Rating Council’s Board of Directors and a member of the Appliance Standards Awareness Project. He also currently serves on the Board of Directors for both TopTen USA and Home Energy Magazine. His work requires him to bring together the different perspectives and needs of state energy regulators, manufacturers, retailers, local governments, energy service providers, customers and the utility company to the meet the needs of California’s diverse business and residential customers.
Scot Davidson, Director of Market Planning and Operations for the Northwest Energy Efficiency Alliance (NEEA). TopTen USA Treasurer. Scot is responsible for directing business activities for NEEA’s residential, commercial, industrial, and codes & standards initiatives, including day-to-day management of market operations. He oversees the development and delivery of market transformation initiatives along with other NEEA business units to ensure shared goals are understood and related objectives achieved.
Scot has more than 25 years of management and operations experience. Prior to joining NEEA, he was founder and president of Ecowork, based near Portland that designs and manufactures sustainable, eco-friendly office furniture sold nationally. Prior to starting this award-winning company, Scot was president of Radiall Incorporated, a US subsidiary of a French company, where he managed four manufacturing centers for antenna systems in three countries and 110 employees. Scot holds an MBA from University of Dallas, and a B.A. in Communications from Washington State University.
Steven Nadel, Executive Director, American Council for an Energy-Efficient Economy (ACEEE). Steve Nadel has been at ACEEE for nearly 20 years serving as Deputy Director of the organization and Director of ACEEE’s Utilities and Buildings programs prior to his promotion to Executive Director in 2001. Prior to ACEEE, Mr. Nadel planned and evaluated energy efficiency programs for New England Electric, a major electric utility; directed energy programs for the Massachusetts Audubon Society, Massachusetts’ largest environmental organization; and ran energy programs for a community organization working on housing rehabilitation in the poorest neighborhoods of New Haven, Connecticut. Mr. Nadel has worked in the energy efficiency field for nearly 30 years and has more than 100 publications on energy efficiency subjects. His current research interests include equipment efficiency standards, utility-sector energy efficiency programs and policies, and state and federal energy and climate change policy.
Anne Arquit Niederberger, Founding Owner, Policy Solutions . TopTen USA International Liaison. A recognized expert on energy efficiency and climate policy, Anne Arquit Niederberger brought the TopTen experience to the USA, following an early career in Switzerland. She advises clients worldwide – including governments, the World Bank and private enterprises – through the international climate and energy consultancy Policy Solutions, which she founded in 1994. From 1991-2000, she represented the Government of Switzerland in the UN climate negotiations, serving as lead negotiator on the Kyoto Protocol market mechanisms, establishing Swiss carbon market activities in the 1990s on behalf of the State Secretariat for Economic Affairs and conceiving the innovative Swiss Climate Cent fund, under which oil importers voluntarily contribute 1.5 Swiss cents to a climate mitigation fund for each liter of gasoline/diesel sold, thereby channeling USD 100 million annually into climate mitigation activities. Ms. Arquit Niederberger currently advises clients on climate strategies, carbon markets and clean energy investments in China and other developing countries.
Cindy Drucker, Director of Global Sustainability SC Johnson Company, Chair, TopTen USA Director of the Marketing Committee. Prior to SC Johnson, Ms. Drucker served on the staff of the Presidential Oil Spill Commission and as Senior Advisor at the World Wildlife Fund (WWF). She is a leader with over 20 years of expertise in the area of energy and environmental communications and public affairs. She has served as Vice President of Cone Communications, managing its Environmental Strategies & Cause-Related Marketing Group. Among her many positions, she was a consultant to National Commission on Energy Policy, Senior Advisor for Communications and Public Affairs for the Northeast states air quality association, and Vice President of Environmental Futures. Ms. Drucker holds a bachelor's degree from the Olin School of Business of Washington University in St. Louis and a master's in public policy (MPP) degree from Harvard University's John F. Kennedy School of Government. She also studied international business and economics at the London School of Economics.
Yerina Mugica, Associate Director at NRDC's Center for Market Innovation, specializes in developing clean energy solutions. Yerina has an M.B.A. from the University of North Carolina at Chapel Hill and has worked as a consultant to government and private sector clients. She has also published case studies on renewable energy, conservation and microfinance programs in Latin America. Yerina is currently leading an initiative to unlock the energy efficiency potential in buildings by working with key industry leaders to develop a policy road map that works for consumers, business and the environment.
